Is it possible to have 2 paid Presidents of the IUOE at the same time?

The Executive Board of the IUOE voted to grant emeritus status to a man (Frank Hanley) who just resigned from the international but now will make $420,000. a year to do absolutely nothing. Talk about fiscal irresponsibility, think how many organizers that would put on the streets of Washington DC, but then again there's no non union in DC. Ha ha ha ha ha. Talk about fiscal irresponsibility. Check out the 2005 LM2 for the IUOE, not one General President getting paid, but two to the tune of $836,637. Talk about the good old boys club.
